Clothing Labels and Branding: Care Rules, Content Labels and Hang Tags

12 June 20265 min readBy TCS Editorial Team

No customer ever bought a garment because of its care label — but customs officers, market surveillance authorities and retail buyers all read it before your customer sees the product. Labelling is where branding and law occupy the same two square centimetres, and getting it wrong can strand a compliant garment at the border.

Here is the physical menu, the legal floor by market, and how to hand it all to your factory cleanly.

The physical label types

  • Woven damask — threads woven into the design; crisp, soft-edged, the default for main brand labels. Trim mills in Istanbul turn them around in days.
  • Woven taffeta — cheaper and stiffer; acceptable for size tabs, scratchy as a neck label.
  • Printed satin or cotton — smooth and inexpensive, ideal for care/content labels where fine text must stay legible after fifty washes.
  • Heat transfers (tagless) — printed directly onto the fabric inside the neck; premium feel for tees and activewear, but demands smooth jersey and correct application temperature or it cracks.
  • Leather-look and PU patches — denim waistband territory; embossed or debossed with the brand mark.

A standard garment carries a main label, a size indicator, and a care/content label at the side seam — plus whatever hang tags dress the outside.

Placement conventions exist for a reason and deviating confuses both shoppers and quality inspectors: main label centred inside the back neck (or waistband for bottoms), size tab beside or below it, care/content label in the wearer's left side seam about ten centimetres up from the hem. Specify each position with a measured diagram in the tech pack rather than trusting "standard placement" — factories serve markets with different defaults, and a care label sewn into the right seam is technically fine yet reads as off-brand to a buyer who inspects returns all day.

What the EU requires

The core obligation is fibre composition under Regulation 1007/2011: exact percentages, full fibre names, no abbreviations, durably attached, in the official language of every country of sale — which is why multi-market brands use multi-language fold-out labels. Care symbols follow the ISO 3758 washtub-triangle-iron sequence; legally optional in the EU, commercially compulsory everywhere. Origin marking is not mandated EU-wide, and goods entering under the Customs Union circulate freely either way.

What the US requires

Four elements, enforced by the FTC and CBP: fibre content by percentage, country of origin stated as made-in wording visible at point of sale, manufacturer or importer identity (the RN number system substitutes for a written company name), and care instructions — words or symbols — under the Care Labeling Rule. US inspectors genuinely check origin marking, so "Made in Türkiye" or "Made in Turkey" must appear on the garment itself, not only the polybag.

Kidswear carries extra rules

Children's product regulations add flammability standards, drawstring restrictions and (in the US) tracking labels that identify production batch and date. If you produce kidswear, brief the factory on the destination market's children's rules explicitly — Turkish factories exporting kids' lines to the EU handle them daily, but only when told where the goods are headed.

Fabric-level safety claims travel with certificates rather than labels: if your marketing says tested-for-harmful-substances, the substantiation is typically a Standard 100 by OEKO-TEX certificate for the fabric, and you may only print the mark under licence.

Hang tags and the exterior layer

Hang tags are unregulated space — use them for the story the sewn labels cannot tell: fabric origin, brand narrative, QR to care videos, price. Kraft card with a cotton string reads sustainable and costs $0.05-0.15 at volume; foil, embossing and duplex card climb from there. Coordinate tag, tissue and polybag as one system; mismatched branding across the unboxing sequence looks cheaper than no branding.

Briefing your factory

Deliver labels as a page in the tech pack (see the tech pack guide): artwork files, dimensions, material, placement diagrams with seam references, and the exact care/content text per destination market — the factory sews what you specify and the legal responsibility for the wording stays with you as the brand. Order 5-10% label overage for defects and future repairs. Within a private label program, the whole branding package typically flows through the factory's trim suppliers, which keeps one throat to choke when a delivery is late.

Frequently asked questions

What must a clothing label legally state for sale in the EU?
Fibre composition in full words ('95% cotton, 5% elastane') in the language of each member state where you sell, physically and durably attached. Care symbols are voluntary under EU regulation but retailers demand them, so in practice every garment carries the washtub row anyway.
What do US clothing labels require that EU ones do not?
Country of origin ('Made in Turkey') is mandatory in the US, alongside fibre content, care instructions under the FTC Care Labeling Rule, and a manufacturer identity — most brands use a registered RN number instead of spelling out the company name.
Can my Turkish manufacturer produce the labels themselves?
Factories rarely weave labels in-house but every established exporter works with local trim mills that deliver woven labels in about a week at low minimums. Sending print-ready artwork and letting the factory manage the trim order is normally faster and cheaper than shipping labels from your home market.
